Democrats see her as an up-and-coming prospect. Her base in suburban Richmond and roots in law enforcement are similar to the background of former congresswoman Abigail Spanberger, the Democratic nominee for governor, and she launches her candidacy with an endorsement from Sen. Tim Kaine (D-Virginia).


Taylor said she decided to run for Congress to build on her career as a prosecutor who has protected people from crime, fraud, illegal guns and other threats to their safety.

“The idea of protecting individuals, that’s what drove me to want to run for attorney general statewide, and it’s really the same idea here,” she told The Times-Dispatch. “It’s not just the work that you do in the courtroom, you can also do it in the halls of Congress, standing up for legislation to protect Virginians.”


Taylor also has the backing of Democrats like U.S. Sen. Tim Kaine. “Since 2012, Shannon has worked to keep the residents of Henrico safe by prosecuting murders, drug dealers, and fraudsters, and standing up for victims and their families,” Kaine said in a statement. “As a friend of Shannon’s for more than 15 years, I’m proud to endorse her as she runs to serve as an independent leader in Congress for her community.”

Taylor criticized Wittman, who was first elected in 2007, for votes she said jeopardized healthcare access in the district, including support for cuts to Medicaid that she argues risked closing rural hospitals like Rappahannock General.

Taylor enters the race with endorsements from U.S. Senator Tim Kaine, Congressmen Don Beyer, Eugene Vindman and Suhas Subramanyam, as well as some members of the Virginia General Assembly, county sheriffs, and fellow commonwealth’s attorneys.


Taylor, who has served as Henrico’s top prosecutor since 2012, framed her campaign as an extension of her record in the courtroom, where she says she has delivered justice for victims and kept communities safe.
